Services are provided for persons with developmental disabilities who reside in their own homes or Volunteers of America Texas' sponsored housing. Program components are based upon individual assessment of needs and may include:
Program participants come from a waiting list developed by the Texas Department of Mental Health and Mental Retardation or the Harris County of Mental Health and Mental Retardation Authority. Licensing is through the Texas Department of Human Services. Funding is through the Texas Department of Mental Health and Mental Retardation or the Harris County of Mental Health and Mental Retardation Authority.
Our programs are client centered, focusing on individual needs regarding substance abuse. Each client takes responsibility for their actions in the program, and is given the opportunity to participate in peer support, and traditional treatment methods.
McGovern Campus Chemical Dependency Treatment Program
The goal of McGovern Campus is to assist chemically dependent women with becoming productive members of society, able to play a participatory role in their family, the workplace and the community. By assisting clients in becoming drug and alcohol free, the program works to reduce substance abuse and its associated problems of poor family ties, child abuse/neglect, criminal activity, poor health and risk of disease, homelessness and under-employment.
Target populations include homeless women, women involved with the criminal justice system, and those who are pregnant or parenting. Women may bring children up to the age of twelve (12) with them into treatment. Women may have medical and/or mental issues, but these issues should not be so severe that they indicate a need for services in a more structured setting.

McGovern Campus is licensed by the Texas Commission on Alcohol and Drug Abuse and the Texas Rehabilitation Commission. The campus is funded in part by the Texas Commission on Alcohol and Drug Abuse, U.S. Department of Housing and Urban Development, United Way of the Texas Gulf Coast, and The Child Care Council of Greater Houston, Inc., as well as through donations from private foundations, community groups and individuals. Outpatient Services
Outpatient services are offered in Conroe (Montgomery County) and Huntsville (Walker County). Outpatient programs are targeted towards low income individuals and probationers and parolees and are open to both men and women. Counselors work closely with corrections personnel during all phases of the treatment program. Clients in the Level III program receive an average of ten hours per week of services. Clients in the Level IV program receive an average of two to four hours per week of services. Services are held primarily in the evenings to accommodate work schedules. Funding is provided through Texas Commission on Alcohol and Drug Abuse and through Texas Department of Criminal Justice.
Children and Youth Services promote healthy development of children, adolescents, and their families through prevention and intervention services. Community-based programs for at-risk children collaborate with schools, religious organizations, and other social service agencies.
Can Do/Smiles (Community and Neighborhood Drug Offensive)
A school-based program designed to increase a child's self-esteem and reduce
the liklihood of involvement with gangs, drugs and tobacco. Open to the children
at 8th Avenue Elementary, Crockett Elementary and to participants of Volunteers
of America Texas' Halt program. Program components include:

After School Achievement Program
An after-school program that provides education assistance and enrichment
activities to children at Crockett Elementary. Activities include:
Funding is by the Texas Department of Protective and Regulatory Services, The City of Houston After-School Achievement Program, The United Way Kid's Way Campaign, corporation and private sponsors.
Haltlands
Rent-assisted apartments for women and their children. Program components
include:
Residents must be homeless and have completed a minimum of 30 days of residential treatment immediately prior to intake. Residents must have the ability to work toward and acheive financial independence. Licensing is provided by the Texas Commission on Alcohol and Drug Abuse.

the U.S. Department of Housing and Urban Development through Harris County
Community Development Department.
Burress Street Apartments
Transitional housing program for low income single men, single women, couples
and families. One or more adults in the household must be HIV+. Program components
include:
Funded by the City of Houston Housing Opportunities for Persons with AIDS program.
Chupik House
Transitional housing program for low income single men with HIV/AIDS. Program
components include:
Funded by the City of Houston Housing Opportunities for Persons with AIDS program.
Heights Manor
Permanent housing for persons with physical and developmental disabilities,
as well as traumatic brain injury. Activities include quarterly resident council
meetings.
Funded by the U.S. Department of Housing and Urban Development.
