The Homeless Veterans Reintegration Program (HVRP) is an essential employment initiative under Volunteers of America Texas, supported by the Department of Labor’s Veterans’ Employment and Training Service (DOL-VETS).
The program is fully funded by federal DOL-VETS funds (Veterans Program Letter (VPL) 06-24 and Stevens Amendment).
Program Goals
Support Veterans: Provide veterans experiencing or at risk of homelessness with career exploration, training, job placement, and essential supportive services to help them secure stable, well-paid jobs and regain independence.
Build Partnerships: Establish strong partnerships among public, private, and nonprofit organizations to offer targeted services that help marginalized veterans overcome employment barriers and reintegrate into society.

Eligibility
HVRP serves veterans who have served in the U.S. Armed Forces and are experiencing or at risk of homelessness. Participants must be willing to engage in support programs and services. Eligible veterans include those who are:
- In VA rapid rehousing or prevention programs
- Homeless or recently housed (within 60 days of enrollment)
- At risk of homelessness (within 60 days on enrollment)
- Participants in HUD-VASH or Tribal HUD-VASH
- Receive Native American Housing Assistance
- Transitioning from incarceration
Brenda’s Story: A Journey to Stability and Success
After leaving an unstable situation, Brenda drove to Dallas, Texas, seeking a fresh start. With support from the Veterans Administration, she found shelter and was soon connected to Volunteers of America Texas’ Homeless Veterans Reintegration Program (HVRP).
With guidance from her VOA Texas representative, Brenda received vital resources, including therapy, job leads, and financial assistance. She secured a position as a legal assistant with the Department of Justice, while her son, Robert, also found employment in his field.
Now, Brenda is pursuing a master’s degree in jurisprudence, proving that with the right support, new beginnings are possible. “VOA Texas was the bridge I needed,” she says.

8 am – 5 pm
