Volunteers of America Texas Selected to lead Dallas Home Repair Initiative

$11.7 Million Investment Will Help Preserve Affordable Homeownership for Up to 449 Dallas Families

DALLAS (February 2026) — Volunteers of America (VOA) Texas has been selected by the City of Dallas to administer the Home Improvement & Preservation Program (HIPP), a major home repair initiative designed to help low- and moderate-income homeowners remain safely housed and prevent displacement.

The Dallas City Council approved a two-year agreement, with two optional renewals, and more than $11.7 million in funding for the program. The investment combines federal Community Development Block Grant funds with local Tax Increment Financing resources and is expected to serve up to 449 households across Dallas.

“The Home Improvement & Preservation Program is a vital tool for stabilizing neighborhoods, preventing displacement, and preserving affordable homeownership for low-and moderate-income Dallas families,” said City Manager Kimberly Bizor Tolbert. “This partnership with VOA Texas allows the City to help deliver critical home repairs more efficiently to the residents who need them most.”

Under the agreement, VOA Texas will manage program operations, including homeowner intake, eligibility verification, property inspections, contractor coordination, and construction oversight. Repairs will focus on essential health and safety needs, including major systems such as HVAC, electrical, and plumbing, as well as roofing, accessibility improvements, and code-related repairs.

VOA Texas provides a range of housing and supportive services across the state, including affordable housing, homelessness prevention, reentry services, behavioral health support, and veteran services. The organization has also operated a home repair and preservation program for veterans in the Houston area for several years, and previously in Dallas helping homeowners address critical repairs and remain safely housed after a winter storm.

Implementation of the program will begin in early 2026. VOA Texas will coordinate the transition of existing home repair projects and begin construction on homes already in the pipeline. 

The Home Improvement & Preservation Program provides assistance through forgivable loans for eligible owner-occupied homes. Participation is limited to designated application periods, which will be announced by the City of Dallas and Volunteers of America Texas.
