$11.7 Million Investment Will Help Preserve Affordable Homeownership for Up to 449 Dallas Families DALLAS (February 2026) — Volunteers of America (VOA) Texas has been selected by the City of Dallas to administer the Home Improvement & Preservation Program (HIPP), a major home repair initiative designed to help low- and moderate-income homeowners remain safely housed and prevent displacement. The Dallas City Council approved a two-year agreement, with two optional renewals, and more than $11.7 million in funding for the program.
